    I would even go so far as to say that for virtually all good sokoban puzzles, every space has to be stepped on at least once :)

      @Mike Daas: For me a good puzzle is a difficult puzzle not an obvious one. Unused spaces or objects are justified as long as their purpose is to hide the solution.
