  2. I noticed this shape had some interesting properties but I had trouble finding the nicest goal positions. I used a solver to aid me, though it did not really give me much in the end. Still, is using a solver to design puzzles cheating?

(continuet) so why bother deeming methods legal or not legal.
More representative for peoples skill at solving Sokoban levels could be a high score list consisting only of solutions from levels no solver is able to solve. An idea for development at sokobanonline.

Cheating constructing a level using a solver? I make extensive use of solvers constructing levels. I think you should use whatever methods that suits you. Using a solver can speed up the proces making a level worth playing. And isn't that the goal making a level?
You might rack up an enormous highscore by solving e.g. Razorflames biggest collection with a solver but do you really feel proud beeing at the top of the high score list doing that? But no way to control how people solve Sokoban levels

@bjertrup: I agree that using a solver to ''solve'' a puzzle is nothing but fooling yourself

No. Using a solver to solve a puzzle is cheating.

@vroy: Of course using a solver to ''solve'' puzzles is cheating -_- but that was not my question, as I was talking about their use when ''designing'' puzzles

Or perhaps I misread and your ''No'' refers to the designing, in which case I apologise
